AUSTRAC Sets Transitional Deadlines for Virtual Asset Travel Rule Compliance

New AML/CTF rules phase in through 2029: TRISA Envoy helps VASPs get ahead of every milestone.

The Australian Transaction Reports and Analysis Centre (AUSTRAC) has published transitional guidance for Australia’s reformed AML/CTF Act, laying out a phased timeline for virtual asset service providers (VASPs) to meet travel rule obligations.

Key Dates

  • 31 March 2026: New rules apply to fiat-to-virtual-asset exchange services; registered digital currency exchange providers are automatically recognized as VASPs, no re-registration required.
  • 1 July 2026: Travel rule obligations (CDD, reporting, transfer-of-value rules) take effect for newly registrable virtual asset services.
  • 31 March 2029: Deadline to report transfers involving unverified self-hosted wallets, and to shift from IFTI to full international value transfer service (IVTS) reporting on cross-border virtual asset transfers.

What This Means for Compliance Teams

  • The deferral periods are for preparation, not delay; AUSTRAC expects providers to use this time to build systems, train staff, and implement travel rule data-sharing processes.
  • Unverified self-hosted wallet reporting is the most technically demanding requirement on the timeline and deserves the earliest start.
  • Providers offering cross-border virtual asset transfers cannot pick an earlier IVTS transition date as 31 March 2029 is fixed.

The Solution: TRISA Envoy

Building secure counterparty verification and travel rule data exchange from scratch is exactly the kind of project that eats up a multi-year runway. TRISA’s open, non-profit network already solves counterparty identification and secure VASP-to-VASP data exchange, and Envoy – TRISA’s secure messaging solution – gives compliance teams a ready-to-use interface for it, available self-hosted or fully managed. Rather than waiting for 2026 or 2029 to arrive, VASPs should join the TRISA network and deploy Envoy now to build customized compliance workflows and signal intent to be a responsible counterparty.
